As a Project Manager, was responsible for managing client’s entire project portfolio with annual budget up to $6 Million in support of a major national health insurance company. Projects included major software upgrade, BAU operational software implementation and support, and various federal mandates and strategic business initiatives. Matrixed, nationwide/off-shore team comprised of up to 20 BA, developer, modeler, and QA resources. Day-to-day responsibilities included:
• Served as the primary point of contact with customer executive management and internal project team, and internal; managed the overall client relationship, expectations, and deliverables
• Developed and managed implementation and delivery plans with the customer and the FJA internal design and development teams
• Developed and managed resource plans, budgets, and forecasts with the customer, and for internal reporting purposes; adhered to budgeted revenue and profitability benchmarks
• Provided weekly and monthly project updates to FJA management and to the client based on their requirements regarding status, risks, mitigations, and escalations
• Provided leadership, mentoring, and motivation to project team members throughout the project life cycle
• Assisted teams with project best practices, techniques, and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and key performance metrics

• Managed 9 full-time and contractor direct reports, 7 Project/Program Managers and 2 Production Support Services Managers
• Responsible for an IT project portfolio of up to 57 projects totaling $29 Million in budget. Projects/programs range from 2 months to 2 years in duration and $50-100K to $3.5 Million in budget
• Promoted creation of a matrix, project-based IT organization, with a shared pool of about 50 developers, tech leads, data modelers, business analysts, and QA testers
• Implemented new project management strategic framework and redesigned SDLC process to replace current Waterfall methodology with Iterative and Agile-based approach. Implemented Microsoft Project Server as the agency IT project portfolio management tool
• Built cross-departmental and external (e.g. Citibank, Hill International, Mayor’s Office) relationships in an effort to manage project/support objectives, design application solutions, prioritize deliverable, determine implementation strategy and coordinate the assignment of resources
• Worked with IT Business Analysts, Chief Architect, and Data Modelers to review and approve business requirements, technical/functional specifications, application, process design, technological solutions, platforms
• Served as Technology Division representative at agency’s strategic decision-making forums (e.g. Business Council). Reported at monthly PMO meetings to executive management on IT project portfolio status and presented business process improvement, problem and risk mitigation ideas
• Managed hands-on implementation of the agency’s Oracle-based Enterprise Data Warehousing Solution with a data capture process and Proactive Preservation Initiative (PPI) data mart as Phase 1. Directed contract negotiation with IBM and Oracle during BI tool selection process, managed tool’s installation, customization, and organized training for IT staff and users

• Planned, coordinated, and managed multiple, agency-wide software releases
