Centers for Disease Control (CDC) – National Center for Health Statistics (NCHS) – Division of Vital Statistics (DVS)
Led systems design and planning for a next-generation enterprise-level solution involving decoupling redundant software mechanisms into scalable enterprise-hosted cloud services, including integrations with agency-wide shared services and Enterprise Microsoft SharePoint. Systems design involved near-real-time data monitoring and alerting to respective branches and stakeholders, and provided traceability, ticket management, and data analytics visible in customizable Microsoft SharePoint dashboards.
2010 — 2016
Authored several solutions that automated mission critical parts of the IRS Network. Coordinated with IRS Real Estate and Facilities Management to aggregate large data sets into a centralized geospatial mapping application that contained building data from all IRS sites worldwide.
Other notable solutions include (1) system that automated security vulnerability assignment, patching, tracking, and reporting; (2) a server hardening utility (increased overall compliance of department from 60% to 90%), and (3) a custom knowledge-base application built in the IRS Enterprise SharePoint that enabled fast creation of technical queryable information using MarkDown.

Department of Homeland Security (DHS) – Immigrations and Customs Enforcement (ICE) – Student Exchange and Visitor Program (SEVP)
Working directly with Microsoft Federal, provided SEVP the architectural guidance and support to transition 9 different branches of SEVP from a paper-pencil system to a highly customized, collaborative environment in Microsoft SharePoint that incorporated advanced SharePoint Workflows, C# WebParts, Content Types, Business Intelligence, and other features to facilitate the automation of specialized business processes requiring collaboration with other divisions within ICE and external organizations.
Defense Information Systems Agency (DISA) – Join Spectrum Center (JSC)
Led front-end design and architecture of Spectrum XXI (SXXI) online, a tool that supports operational planning as well as near real-time management of RF spectrum with emphasis on assigning compatible frequencies and performing spectrum engineering tasks. Decomposed user interface concepts, flows, and wireframes into production code using Adobe Photoshop, Aptana Studio, HTML, CSS, and JavaScript (EXT/jQuery). Authored proprietary client-side JavaScript library to extend EXT framework by incorporating namespaces, custom controls, and a front-end data layer that interfaced with an ASP.NET MVC and Oracle 10g back-end.

2005 — 2008
United States Marine Corps (USMC)
Led prototype design for MC-CAMS, a next-gen critical asset management system using geospatial capabilities with ArcGIS, which was presented and well-received to a large group of stakeholders in USMC.
Led prototype design for MarineNet, a next-gen distance learning portal for USMC. Worked with large team to transpose user interface requirements into compositions, storyboards, and flow diagrams using Adobe Photoshop and Visio. Developed prototype using Adobe Flash, Photoshop, and XML. Worked with team to develop self-guided demonstration of prototype using Adobe Captivate. Presented to the prototype to over 50 stakeholders and it was well-received. Continued to support project on a 30-person team as a Sr. Software Engineer, writing in C# (.NET 2.0).
United States Navy (USN) – Naval Air Warfare Center Aircraft Division (NAWCAD) – Special Communications Requirements Division (SCRD)
Led development of next-gen asset tracking software on mobile barcode scanner, Motorola MC 9090-G. Developed application on Windows Mobile 5.0 in .NET 3.5 Compact Framework using C# and LINQ to integrate with Oracle 10g back-end via Microsoft ActiveSync API. Coordinated project using Agile development with small team and facilitated meetings with clients to demonstrate capabilities through iterative development phases.
NAVAIR – AIR 1.6 (Environmental Programs Department)
Led application concept and design for PESHE DAT, Programmatic Environmental Safety and Health Evaluation (PESHE) Document Authoring Tool (DAT). Developed prototype using Adobe Photoshop CS3, Adobe Flash CS3, and XML. Developed software utilizing Agile methodology with ASP.NET, C#, .NET 2.0, Microsoft SQL Server 2005 and n-tier architecture. Facilitated meetings with clients to demo prototype and provide status updates. PESHE DAT was featured in the December 2007 edition of Navy Times and is widely used throughout the NAVAIR Environmental Programs Department.
